Neely Meals, Director of Contracting for Pacific Federal, brings more than two decades of experience in federal contracting, procurement strategy, compliance, and risk management. With an extensive background supporting complex government programs, Neely plays a critical role in overseeing operations and ensuring Pacific Federal successfully navigates the unique requirements of the federal marketplace.
Throughout her career, Neely has managed and administered large-scale federal contract portfolios exceeding $400 million in prime contracts and $250 million in subcontract agreements. Her expertise spans contract administration, proposal development, regulatory compliance, acquisition strategy, and subcontractor management, enabling project teams to execute efficiently while maintaining strict adherence to federal regulations and client requirements.

Bart Friedman, CEO of Pacific Construction, brings nearly three decades of unparalleled expertise in real estate construction and development. His extensive background spans across several key areas of real estate, including the development of grocery-anchored shopping centers, industrial warehouses and distribution properties, office buildings, multifamily residences, and healthcare facilities. His comprehensive grasp of a project’s entire lifecycle, encompassing underwriting, acquisition, leasing, financing, and construction, provides him with a distinctive edge. Chris Wales, the President of Pacific Construction, brings over two decades of diverse experience in the construction industry. His passion for construction was ignited early on during high school, where he worked on surveying and staking projects for a civil engineer. This foundational experience led him to pursue a bachelor's degree in a related field from the University of Kansas, eventually guiding him towards a successful career as a general contractor.
Throughout his career, Chris has excelled in various roles, culminating in his current position as President. He has developed a particular expertise in job order contracting (JOC), with a special focus on federal and municipal projects. Chris is especially passionate about the transformative process of construction, taking immense satisfaction in seeing projects evolve from initial concepts to completed realities.

Past Performance
Fermilab
The $6.7M Fermilab in Batavia, Illinois, required a specialized, 3-story steel building to build, house, and test research and development equipment, complete with precast metal panels, curtain walls, and a substantial 40-ton crane. The unique challenge was to seamlessly integrate this new facility with two existing buildings while ensuring they remained fully operational throughout construction.

Past Performance
VA North Chicago Parking Garage
The $7.3M VA North Chicago Parking Garage at Capt. James A. Lovell Federal Health Care Center in North Chicago, IL. included the 3-story structural precast parking structure with 213 spaces, inclusive of an elevator, comprehensive site utilities, surface parking restoration, and the installation of five 7.2 kW pedestal-mounted electric vehicle charging stations. The structure was constructed to allow eventual expansion to 8 stories.

Minneapolis VA Primary Care Clinic
This $12.4M design/build project featured the construction of a 13,300 square-foot Primary Care Clinic. The entire structure and its associated MEP systems were engineered to accommodate future vertical and horizontal expansion, including a second story and an adjacent clinic building. The overall design concept reflects a first-class healthcare facility that relates to the function and character of the Veteran's Administration.
