POI Pacific JV is a strategic partnership between POI Federal Services, a Native Hawaiian Organization 8(a) Small Business,
and Pacific Federal, a general contractor with 30 years of federal construction experience.
The joint venture combines operational strength, technical capabilities, and federal contracting experience with a strong understanding of compliance requirements, agency coordination, and mission-critical project delivery.

NHO 8(a) Advantage
POI Federal Services’ Native Hawaiian Organization 8(a)
status provides federal agencies and prime contractors with
specialized acquisition and subcontracting opportunities.
No justification and approval is required for qualifying
sole-source Department of Defense contracts up to $100M.
Qualifying 8(a) awards are subject to specialized
protest provisions under federal regulations.
Eligible prime contractors may receive a subcontracting
incentive for qualifying awards to participating firms.
Past Performance
Our federal construction experience demonstrates the technical
expertise and project leadership required to successfully deliver
complex government projects.
Fermilab
Construction of a specialized three-story steel building
designed to build, house, and test research and development
equipment. The project included precast metal panels, curtain
walls, a 40-ton crane, and integration with two existing
operational buildings.
100th Missile Defense Brigade
Design/build construction of a 33,338-square-foot,
two-story Brigade Readiness Center at Peterson Space Force
Base. The facility includes secure, mission-critical spaces
designed to support readiness, efficiency, and long-term
performance.
North Chicago Parking Garage
Construction of a three-story structural precast parking
facility at the Capt. James A. Lovell Federal Health Care
Center. The project included 213 parking spaces, an elevator,
site utilities, parking restoration, and EV charging stations.
Minneapolis VA
Design/build construction of a 13,300-square-foot Primary
Care Clinic engineered to accommodate future vertical and
horizontal expansion, including a second story and an
adjacent clinic building.
Contracting Capabilities
